To install, extract "Bound Arrow.esp" to Morrowind/Data Files. Then run Morrowind Launcher, click Data Files, find Bound Arrow.esp in the list and check the box.
Launch the game, and when you summon and equip a bound bow, the arrow should appear in your inventory and be equipped.
