Here you have the Russian mod NewCity IC Waterfront, fully translated into English, including the one texture with Russian text on
The original mod had no voice acting, the same is true for the English translation

To the best of my knowledge, I did not miss a single line of Russian, however if you do come across any non-English text still in this mod, please let me know


Differences from the original Russian release:
The ESP has been cleaned using TES4Edit, removing Identical To Master records and undeleting & disabling all deleted vanilla records
All resources have been packaged into an uncompressed BSA
All meshes have been PyFFIed
Some missing textures have been restored
All unused resources have been removed
All unused base objects in the ESP have been deleted



Installation: Drop the ESP and BSA into the Data folder, activate the ESP using the game launcher or your favourite mod manager
Removal: Delete the ESP and BSA from the Data folder

Translation of the Russian ReadMe (I have omitted the sections about updating from an old version, installation instructions, and about compatibility replacer plugins from the Optional folder, as these are not included in the English translation):

Plugin modifying the port area of the Imperial City.

Details:

- Completely redesigned exterior and partly interiors of the port area with a careful study of every corner.
- Added ships and berths in the port.
- Added 14 new houses.
- 30 new residents have appeared.
- Added a shop, a tavern and a church, as well as a blacksmith and a witch, providing repair and recharging services for magical items.

A pleasant surprise awaits fans of The Witcher series.

Compatibility with other mods:

NewCity_ICWaterfront completely changes the landscape of the port area and adjacent territories, including land height, alters AI packages and NPC inventories, so there may be overlaps and incompatibilities with mods doing the same.
- Not compatible with Akaviri Legend mod "Akavir Legends" - a real mess will form in the port.
- Not compatible with Ancient Islands mod.
- Not compatible with "Thieves of the Imperial City".
