Should be compatible with all mods.  This is a simple weapons mod using only Vanilla as a base.

I do have Skyre installed but this mod was made in a way not to require patches for it.

"Shivs - Dragonborn" does require the Dragonborn DLC to be installed as it has Stalhrim and Nordic.

Load order shouldn't matter other than being below the ESM files.

ReProccerDragonborn.esp 

On a final note the in game model is the basic shiv model used in the mine outside of Markarth.  I haven't done any work with retextures for nif files so if another mod author wants to do a retexture that would be great.
