in:
C:\Users\<USERNAME>\Documents\My Games\Fallout4 or %USERPROFILE%\Documents\My Games\Fallout4
edit the Fallout4.ini file, in this line:

sResourceDataDirsFinal=STRINGS\

add to the end ", SOUND\" if alreadyt dont have it, will look like this:

sResourceDataDirsFinal=STRINGS\, TEXTURES\, SOUND\

or this:

sResourceDataDirsFinal=STRINGS\, SOUND\

after that put the  "Data" folder in fallout 4 root system
