There is no key, cost or quest. The stairs are on the 2nd floor above Kill or Be Killed and Daisy's  in Good Neighbor. 

IS COMPATABLE WITH BETTER GOODNEIGHBOR. Will not hender Quests in GoodNeighbor.

while I can not say you can not enjoy it with out the DLC, there are parts that I know require it and some items may not show or end up missing

GENERAL OTHER STUFF
• House has day and night cycle, so it's darker at night
• Navmeshed for your friend's convenience
• It's a small place I tried to keep as LORE FRIENDLY as possible. There are little things about the home that can be taken for personal use but most is static. Items taken will not reappear except plantlife but it will take time.

:: MOST OF THE ITEMS IS STATIC. YOU WON'T GAIN ANY LOOT BY INSTALLING THIS. Template::
There are a few recipes and small items, but that's it, you don't gain any advantage in installing this.

RECOMMENDED MODS
Not necessary, but they will make the house look as intended.
