Navigate to ..\Documents\my games\Fallout4\, open Fallout4Prefs.ini, add the following under [Launcher]: bEnableFileSelection=1
Navigate to ..\Steam\steamapps\common\Fallout 4\Data\ and put "Improved Pick Pocketing.esp" inside.
