If the mod does not show in the holotape then try manually installing it into
(Disc drive you installed Steam into):\Program Files (x86)\Steam\SteamApps\common\Fallout 4\Data\F4SE\Plugins\TransferSettlements\blueprints
                         

Steps before transferring the Settlement:
1. Download the mods
2. Clean up the Oberland Station based on exemplary photographs (The first one photos) 
4. Now you can use the transfer settlements 
Obreland Station is completely redeveloped and settlements fit.
