Just drop "Data" into your Fallout 4 folder, and enable the esp in your mod manager of choice.

Also sure to edit your Fallout4.ini in - \Libraries\Documents\MyGames\Fallout4

1 - Find "sResourceDataDirsFinal"

2 - Replace it with "sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\"
