If installing manually, unzip this archive into your base Fallout 4 folder. Or use Vortex or whatever mod manger you've got. You can simply delete the file located in: 

Fallout 4/Data/Sound/FX/NPC/Human/PowerArmor

May or may not make your game more immersive, impress your cat, make you irresistable to others or result in a global nuclear war. Don't blame me.
