Cuts down on the weird mouse delay/recoil when opening and closing a PDA in Subnautica

# Installation
1. Install BepInEx ([recommended version](https://github.com/BepInEx/BepInEx/releases/tag/v5.4.21))
2. Launch Subnautica once to generate all the BepInEx folders
3. Close Subnautica
4. Add `NoPdaDelay.dll` to your `Subnautica\BepInEx\plugins` folder
5. Launch and use!
