Like the DESC says. There is no new location for the Top Hat. Find it as you normally would. (Museum of History offices)
All I did is take the Top Hat, edit it to have more health (100 Trillion)


Installation:

1.Extract the 7Zip file.
2 Copy and paste it into the data folder for Fallout 3, or drag it in.
 THAT IS IT!
