Steps to take to import custom Xcom 2 Character Pool:

1. After extraction is complete, copy / cut the .bin file
2. Locate C:\This PC\Documents\My Games\XCOM2\XComGame\CharacterPool\Importable
3. Paste the .bin file that you copied for the extracted file
4. Open Steam and launch Xcom 2
5. At the main menu, select the Character Pool option
6. Select Import Character
7. Select the desired pool
8. Select the specific character that you wish to import or select IMPORT ENTIRE POOL to import all of those characters
9. Edit the character as you please - they can either be a soldier, VIP or Dark VIP
