warning: won't work on low settings

1.copy the contents to install directory

2.open C:\Users\username\Documents\My Games\FalloutNV\Fallout.ini
in the category [Display] add this line
fScopeScissorAmount=0

make it read only

every time you change your settings you have to edit Fallout.ini
