Adds new NPC Trace to Cell Block B in NCRCF
Adds two new quests
	1. Get doctor/medical books for NCRCF
	2. Get guns for NCRCF
Successful completion of these quests improves Powder Gangers
	1. Get aid vendor
	2. Powder Gangers are better armed and 3 more are spawned to help guard NCRCF

Requires base game and Honest Hearts DLC
