Go to game folder generally on C:\Program Files (x86)\SteamLibrary\steamapps\common\Rise of Nations\mods
extract the contents there. (If the mods folder doesn't exist then create the folder.) 

Then run the game
go to "Tools and Extras"
Then go to "Steam Workshop"
You should find the mod listed there select and enable it.
