Installations:

Extract the file HogwartsExpress_P.PAK. 
(Optional) Use the Mod Merger if you want to mix or use other mods that modify SQL data
Place the extracted file (or the merged fil)e inside "~\Hogwarts Legacy\Phoenix\Content\Paks\~mods"
Enjoy!

The train now runs 14 times a week, twice a day whereas it only ran four times a week previously.
